Is it just me, or are others also increasingly concerned about e-scooter use on pavements?

Here in Rugby, e-scooters on pavements are becoming a real problem. The number of riders passing pedestrians at speed, and far too close for comfort seems to be rising. Today alone, one shot past me at what felt quite fast. Maybe it was 15mph, but honestly, it felt faster. This is also not for the first time.

Rental scooters are supposed to be limited to around 15mph, but there’s no trial scheme operating here in Rugby for starters. That means most of what we’re seeing in the area are privately owned scooters which should only be used on private land. It’s hard not to suspect that many have been modified and are capable of higher speeds. Therefore usage on the pavements is not allowed.

The additional issue is how unpredictable and quiet they are. You often don’t hear them coming, and suddenly one’s right beside you. It’s potentially very dangerous and those riding really don’t seem to care. An increasing number are also wearing balaclavas which is worrying and are often dressed entirely in black.

So it’s worth being extra cautious when you’re out walking. And while it won’t apply to everyone, there have also been reports of e-Scooters being used in phone snatch incidents up and down the country, so it’s sensible to stay aware of your surroundings.

For clarity, the rules are quite straightforward:

Pavements: never allowed

Roads: only rental scooters, and only in authorised trial areas

Private land: privately owned scooters are fine

Which raises the real question, how is any of this being enforced? It certainly feels like the issue is growing, not improving. In theory, riding on pavements can lead to a scooter being seized, yet incidents including injuries to pedestrians appear to be increasing. An urgent crackdown and awareness campaign needs to be happening.
